[babel-dev] Introducing: William Riley and Gerald Mitchell

I'd like to introduce William Riley and Gerald Mitchell to the Babel committers team. They have stepped up to fill the void that Kit Lo's unfortunate passing has created in February. We hope to resume Kit's work in continuing the language packs, and perhaps modernizing the build process.
