[babel-dev] Regarding translation of Japanese

Hello all,
This is my first writing to everyone.

Since I am a Eclipsae beginner,
 I might ask a silly question, sorry.
And my English is not very good, please excuse.
(I am a Japanese.)


I am trying to make by myself
 the LanguagePack of Japanese corresponding to Eclipse3.3.

I am translating the property-file
 in the jar file of "NL_Fragments_Eclipse_3_3.zip" into Japanese.
Is this right method?

And if i finish translating them,
 is it good only compressing to a jar-file?


Please instruct details of how to create LanguagePack.
