[automotive-pmc] Committer Election for Daeyoung Jeong on Eclipse Pullpiri has started

A Committer election for Daeyoung Jeong on project Eclipse Pullpiri
(automotive.pullpiri) was started by Youngtae Kim with this criteria:

Daeyoung Jeong has made great contributions to the Eclipse Pullpiri project.
He has been the primary architect and developer of the distributed monitoring
and orchestration system. His contributions have fundamentally shaped the
project's architecture, transforming it from a basic framework into a
sophisticated microservices-based platform.

He has spearheaded the implementation of the core distributed system
components:
- NodeAgent Architecture Refactoring : He led the comprehensive refactoring
of the NodeAgent component from a synchronous architecture to an async,
multi-threaded design.
- Monitoring Server Implementation : Designed and implemented the
MonitoringServer component with full gRPC support.
- State Management System : Developed the StateManager component with
sophisticated gRPC communication capabilities.
- Enhanced Container Monitoring : Extended container inspection capabilities
to include detailed statistics collection for CPU, memory, and network usage.
- Bug Fixes and System Reliability : Addressed critical connectivity issues

contributions demonstrate deep expertise in distributed systems, Rust async
programming, and cloud-native architecture patterns.
