[automotive-pmc] Reminder to vote on the Committer Election for Nicolae Dicu on Eclipse Safe Open Vehicle Core

Voting will close on 2025-11-13 for the Committer election of Nicolae Dicu on
project Eclipse Safe Open Vehicle Core (automotive.score).
