[automotive-pmc] Committer Election for Johannes Glamsch on Eclipse OpenBSW has started

A Committer election for Johannes Glamsch on project Eclipse OpenBSW
(automotive.openbsw) was started by Martin Thiede with this criteria:

We proudly nominate Johannes for becoming a committer of OpenBSW. He supports
us mainly in organizatorial tasks, but has also a background in software
engineering. Because he's also committer and one of the technical leads of
the Eclipse S-CORE project, he is knowledgeable in various Eclipse processes
as well as open source practices. In addition, he points out synergies
between S-CORE and OpenBSW, e.g. regarding processes for safety rated
software or tooling.

Beside some fixes in our codebase/documentation, Johannes initiated the
monthly public Eclipse OpenBSW meeting. He moderates this meeting regularly
and therefore enables also new people to get an easy entry into OpenBSW. In
addition, he initiates and takes part in technical and organizational
discussions and works on the roadmap for OpenBSW. His already initiated

He also keeps an eye on our open PR as well as Issues to point them to the
right persons.

Being a committer would enable him to work more efficiently, e.g. to have all
moderation features on GitHub (creating milestones, labels, ...) and being
able to merge changes, especially regarding the documentation and process.
