I completely agree that we will need to define the document header. However, right now you're putting the cart before the horse because we still have not defined the development process and workflow for the spec (as stated in the kickoff email). Sarah and I are actively working on a proposal and will be submitting it for review very shortly. Until that's in place, we don't have a way to propose, define, and resolve specification issues. So these threads just end up being informal musings. But save your thoughts, because we're surely going to need to come back and address the topics you are raising.
