[adoptium-pmc] Removal of Ludovic Henry and Tony Printezis as TC committ

Dear Adoptium PMC and EMO team, 

I'm sending this notification as a former Adoptium Program Manager. 

We have been notified by Ludovic that he is no longer working for Rivos/Meta, and by Toni that he has been moved to a new project under Meta.  They have asked us to update the related paperwork and access to the Temurin Compliance project.

They have also informed us that the RISE Project will continue to support Temurin/Adoptium as an in-kind sponsor of RISC-V hardware, with Ludovic Henry as the primary contact for this sponsorship.
