I have problems committing files to CVSNT from Eclipse 3.0. Basically, the

Are you able to use a standard CVS client from the command line or something
like Tortoise successfully first?

To be able to commit, you have to share your project. After that, Team menu
will contain Commit, Branch, Merge and other items.
