I currently have eclipse 3.1 with Build Id: 200408122000 
This is the august version of eclipse. I wanted to get the latest stream  
build(16th Dec. 2004). 
I have tried Help, software updates and looked for all upgrades but that  
does not do the trick. 
I want to upgrade without losing all my plugins. Can someone give me  
some pointers to do this??

I don't think there are automatic updates offered anywhere for  
"development stream" releases. You pretty much have to do it by hand. 
 
If you're upgrading Eclipse often, you should make sure your workspace  
isn't located inside the install directory (the default location).  
Instead, move it somewhere else and add "-data <path/to/workspace>" to  
the command line (shortcut) you use to launch Eclipse. 
 
If you have a bunch of other plugins installed, you can either reinstall  
them everytime or I think there's a commandline flag you can pass to  
point to extra plugins located outside the main Eclipse install. 
 
Personally, I just wrote a script that downloads the latest build from  
my company's local fileserver, deletes my old install, unzips the new  
build, and then unzips my favorite plugins into the new install.
