Window->Preferences->Maven->LifecyleMappings->Open workspace meta mappings

How do you get the workspace/.metadata/.plugins/org.eclipse.m2e.core/lifecycle-mapping-metadata.xml populated?

Is this manually done? I've seen a version of this in Intellij that shows all the available goals that can be run on the pom. As it is right now, I have to right-click the pom and go into Run Configurations and type in a goal to make something happen. Something like clean is straight for and can be picked rather than going into Run Configurations.
