Hello,

You will get this icon by performing "Team" -> "Add to version control"
action on a resource that has never been under version control before. You
can find all other icons by going to "Preferences" -> "Team" -> "SVN" ->
"Label decorations".

The only explanation about clock icon I can came up with is to think of
this action as a way to "synchronize" files with repository, but I agree
with you - plus sign sounds more natural.
