Hi,
it looks like you refer to the "SSH Only" connection's
"Terminals" subsystem.
One thing you can do, is first navigate your remote file
tree to find a folder you are interested in, and then do
"Right-Click > Terminal" from there.
Without any context, the Terminal falls back to "cd /".
Arguably, falling back to not sending any cd command
would be better.
Can you file a bug in bugzilla for this?
