I'd assume there should be some EMF model somewhere that I could use to
create a XMLResource and save it.

I've seen a couple of different formats for symptom files. What should I
use for Eclipse 3.0.x?

We are using in TPTP/Hyades the EMF symptom model to create symptom
databases. If you need to create symptom databases on Eclipse 3.0.x then
you would probably need to use the TPTP3.3 symptom model located under
org.eclipse.hyades.models.sdb.
Sample code on how to programatically create a symptom database can be found
in the NewSymptomDBWizardPage class located in org.eclipse.hyades.sdb. Look
in the performFinish() method.
Let me know if you encountered any difficulties.
