RTSC-Pedia is down until next week due to HW problems; the server had a
hard disk crash.

In the meantime, the 3.15 beta release
( http://www.sanb.design.ti.com//tisb_releases//XDCtools/3_15_ 00_00/exports/xdctools_setupwin32_3_15_00_00.exe)
has a recent snapshot of the RTSC-pedia that you can use:
$XDCROOT/docs/xdctools.chm.

Unfortunately, because we don't have a backup server, it's not possible
to update the RTSC-Pedia until it's back on-line.
