Execute Help -> Software Updates. On the Installed Software tab, scroll
down to find Web Developer Tools. If you don't see Web Developer Tools
SDK next to it, then you likely don't have WTP source installed. On the
available Software tab, you may need to click Manage Sites and enable
the site for "http://download.eclipse.org/webtools/updates". Under this
site you will find "Web Developer Tools SDK" (installs all of Web
Standard Tools source) and "Eclipse XML Editors and Tools SDK" (a subset
I believe will likely serve your purposes). HTH.
