I am trying to learn C++, I am taking a Youtube course. I downloaded Eclipse and I am running the IDE in Windows 8. I cannot seem to find MinGCC in the tool chains as I am trying to start my first project.

Any suggestions?

You should install the MinGW toolchain. It is not part of Eclipse. See http://help.eclipse.org/kepler/topic/org.eclipse.cdt.doc.user/concepts/cdt_c_before_you_begin.htm
