"surf.fubar.org/proxy". This is what's being used successfully in Firefox

Eclipse does not seem to support automatic proxy configuration via a URL.
A) please file an enhancement request in Bugzilla for that
B) as a work-around, you can visit that URL in a browser and look at the
resulting file. It should be pretty easy to determine the proxy server
host and port from the contents.
