You can configure the (one and only) margin on the General > Editors >
Text Editors preference page.

There is no second print margin for normal text editors, but you can
file an enhancement request against the Photran project to provide one.
Have a look at org.eclipse.jface.text.MarginPainter as a starting point
for hacking.
