Just get the Project Explorer view, right-click in the white space,
choose New->Project... Then click on Web near the bottom and you'll see
it there. Now, from your description, I couldn't tell if you downloaded
Eclipse JEE--that's the one you want.

Is it possible that you're not running with a 1.5 or higher
supported JRE?

I am running with a 1.6 JRE. The problem was solved by the first poster;
I was not running with the JEE version of Eclipse, and once I switched
over to that, everything works. Thank you for your insight and assistance.
