Simon,
the Web service tools depend on several other plugins from WTP, EMF, JEM and the
Eclipse platform, so running them on an RCP without significant modification may
be difficult. The Web Services Explorer is close to being runnable without the
IDE, but we're not quite done yet [1].
You'll find the implementation of the Web service wizards, Web Services
Explorer, and related preference pages, actions, frameworks, etc. in the
org.eclipse.wst.ws.* and org.eclipse.jst.ws.* plugins.
