This happens when you use JavaHL but not with SVNKit.

Native JavaHL connector does not provide abilities to commit different
working copies at once. The only way to do this is trying to create a fake
working copy in the direct common parent of all working copies touched
upon commit. But this hack definitely will not work if all these working
copies does not have a common direct parent. So, we have no plans on
hacking JavaHL in this way because it does not avoid the problem
completely.
