148462 - Doesn't seem like a major problem. The typical use case is to add
the validation builder to a project and leave it added - although this
certainly is a bug if it works as described.
148463 - If I understand the bug report correctly this is an enhancement
request. WTP has never supported referential file validation for XML
files.
148468 - This function is working exactly as it worked in WTP 1.0. I think
it is usable the way it is although we can probably improve based on your
observation.
