I am using CFEclipse with Team Foundation Server.

How the heck do you Check OUT a file using CFEclipse?

See http://msdn.microsoft.com/en-us/library/hh301122.aspx and the Beginner's Guide it links to. Neither TFS nor CFEclipse come from eclipse.org.

The source control system and programming language you use are entirely unrelated. The only mention of Java is what's required to run Eclipse itself. Go through its Beginner's Guide.
