Cannot create Make targets [message #144714]

I'm using eclipse 3.1M6 with CDT 3.0 M6. I have a managed make C++
project, and I want to add a few individual make targets to my project.
But the "Create Make Target" options in the Project menu is disabled.
Any reason for that? Am I missing something?
