I had a look to that roadmap.
IMHO, what Eclipse now REALLY misses is a visual editor for Swing and
SWT. A more generic editing framework is, of course, more exciting to
think of, but it might be a future plan...
If VE would be "back on track and in good shape", as you say (both in
functionalities and in code documentation), maybe someone else could
then get interested and involved in improving it further. So, as a user,
I feel that an excellent VE for Swing and SWT, better if thought with
extensibility in mind, would be what Eclipse really needs NOW.

Absolutely anyone can be a committer! The key to keeping projects
healthy is a diverse committer base so that any one person or
organization losing interest won't adversely affect the project to a
significant degree. Check out all the great people who are committers
on the modeling project.:
