Rob,
Are you using a 5.0 JRE? Try running with -clean -debug and have a
close look at the Error log view for clues...

<pre wrap="">Yes, I tried -clean and still nothing.
The Eclipse version I have is
Version: 3.3.0
Build id: 120070625-1500
The zip file for the VE upgrade has paths specifying
ve_eclipse_33_win32\features and \plugins. I extracted the \features files
to the features folder under eclipse and the \plugins files to the plugings
folder under eclipse. All the other features I have on my system are in
their own subfolder under features. I tried creating folders with the same
name as the jar files and then extracting the contents of the jar files to
those folders and still I got nothing.
Is there anything else that I can try to get VE to show up?
Thanks,
Rob
