I am trying to use the new BPEL functionality in eclipse. I have followed
the instructions on the BPEL designer page. I'm not doing something
correctly, since I don't have BPEL capability.

Two things I am not sure of:
1. Which WTP (Web Tools Platform) 1.0 do I use - my guess was the
wtp-wst-sdk1.0.zip
2. I checked out the four org.eclipse.bpel/plugins usin the CVS in
eclipse. It put the plugins in my workspace. Is there something else I
should do with these plugins?
