svn/subversive wants to check in "everything" in the directory, and I have
to manually tick off the files which should not be under version control.
Alternatively I have to add the svn:ignore property for all files which
should not be under version control.
Is it possible to get the behaviour of the command-line client, i.e. that
only resources explicitly placed under version control are suggested for
check in?

If you won't to commit new files please switch off corresponding option in
the plug-in preferences at:
Window->Preferences->Team->SVN->Check the new resources in the commit dialog
