Initial BUP library and tool are available at the downloads page of EPF
(http://www.eclipse.org/epf/downloads.php).

Be aware though that BUP content is a work in progress at this stage. Please
refer to the proposed project plan and BUP component work for more
information, on www.eclipse.org/epf.
