For PDF BIRT uses iText, the xls emitter uses internal code. There are
other xls emitters in the community that use POI.

BIRT has extension points for just about everything :> The emitter
extension points allow a developer to add an emitter that they code to a
running system. Dev Share on birt-exchange.org has some examples of
people implementing their own emitters. In addition you may want to
have a look at the tribix emitters on source forge.
