I did basically the same thing at home and everything worked. I've
checked the firewall and it's ok. I've looked to see if there's a proxy
and I found none.

from http://www.eclipse.org/tptp/home/downloads/?ver=4.4.0.3 and
configured and ran the ACService.exe.
I haven't been able to get the Integrated Agent Controller to startup.
