The download can be found at http://www.eclipse.org/gef/

Installation: like any other Eclipse plugin. Depack the zipfile into
your Eclipse directory. The content from the features subdir in the zip
goes to the features subdir of Eclipse and dito for the plugins subdir.

Also worth knowing is that there is no Update Manager site for GEF AFAIK
so you have to upgrade manually.
(Certainly for the other tool projects such as EMF/XSD there isnt one).
Any plans to have one ?
