I found this document that described how to write plugins that support Section 508.

However, this document seems to be old and it applied to Eclipse 3.5. Is there any newer document that talks about Section 508 support for RAP, better yet, for RAP 1.5?

I don't know of any documents covering Section 508 specifically for RAP. However, you can take a look at W3C's Web Content Accessibility Guidelines (WCAG) 2.0 w3.org/TR/WCAG/

WCAG 2.0 apply to web applications in general and therefore are suitable for RAP applications. Many governments take WCAG as a basis for their own regulations. You can find a comparison between Section 508 and WCAG here: douglast.com/accessibility-comparisons
