Do you mean it is only returning 500 rows? Because that is a setting
you can alter. Look at Window->preferences->Report
Design->Preview->Data Number of rows to display.

Eclipse uses jetty for the help system. Is that launching?
Can you download the 2.5.2 birt allinone download in a separate location
and give it a try as a test?

Is the Preview server host and port set in (By default I believe it uses
local host):
Window->Preferences->Report Design->Preview->Preview Server
