There is no project for Eclipse Website in Bugzilla. So, how can problems with it be reported? In particular, on several computers I've tried, online copies of Indigo JavaDoc no longer can be accessed (e.g. http://help.eclipse.org/indigo/index.jsp?topic=/org.eclipse.platform.doc.isv/reference/api/org/eclipse/ui/package-summary.html).

I think you are looking for the Phoenix Project.
