can't replace tabs with spaces [message #726805]

I have attempted to replace tabs with spaces via Preferences->General->Editors->Text Editors-> Insert spaces for tabs. when i come to a new line and i hit tab, then hit backspace, it goes back 4 spaces (1 tab) as opposed to the one space that i want it to do. Have i done something wrong in the configuration?
