I am defining a Sapphire Part and under a particular section I am
adding a HTML panel to display a piece information to he user and want
that to confine to on of the css I am having.


Is is possible to use CSS in the HTML Panel part.? Does Sapphire distro
has some sample for the same if not please let me know how to ?

You can define style in embedded fashion (recommended) or by referencing a public URL. There is no facility for bundling a .css file with your code and then referencing it from the HTML panel.
