No, you're not missing anything - copy and paste for Test Cases or Test Steps is not a part of Jubula.
In general, the reason for this is that copy and paste is a surefire way to introduce redundancies instead of making nice, reusable tests that can be updated from a central place.
Despite our best efforts to rid the world of this bad habit there are already enhancements requests coming in for it.

Through various discussions, we have come to accept that there are times when tests have been modularized to the correct degree, and yet variations are desired . Nevertheless, there are multiple considerations that have to be made to ensure that the project's integrity (in a technical, not philosophical, sense) remains intact: depending on what should be copied, the logic required would range from minimal (e.g. Test Case references including all their original component names and data are copied in a saved project state) to approaching mammoth (e.g. Test Case references including newly added component names and data for that specific instance are copied while editors are dirty).
The best thing to do would be to add your thoughts and comments to the bug and to follow its progress via bugzilla.
