Is there a way to retrieve a package path programmatic-ally given its name?
Suppose I have package named x.y.z, is there a function that resolves
the location of the repository where the x.y.z package is found?

http://rtsc.eclipse.org/docs-tip/XDCscript_-_xdc.getPackageBase

The site appears to be down right now, but you could look at the docs in your XDC distribution for the xdc.getPackageBase() service.
