Mika,
In that example if you do not want to use the web-inf/platform folder do
not create the PlatformServletContext and set a birt home ie:
config.setEngineHome("c:/mybirtplugins");
//IPlatformContext context = new PlatformServletContext( sc );
//config.setPlatformContext( context );
