The MESA tests are checking to see if the <AuditSourceIdentification>
element is after the <ActiveParticipant> element. This is in violation
of RFC 3881 upon which the IHE ATNA audit message is based.

I've opened a bug in the MESA bug system, but in order to make things
happy I've also update the ATNA Audit code to produce messages that will
pass MESA.

Eishay has applied this update to the bridge, so eveyone will get the
new message element order for your tests.
