hi,
you will need XULRunner plug-ins as described on following ATF wiki
page: http://wiki.eclipse.org/ATF/Installing
Additionally, if you use WTP you might want to include org.eclipse.atf
feature, which includes integration with WTP.
Otherwise I'd suggest to use only org.eclipse.atf.mozilla.ide feature,
which does not depend on WTP.
The only question is, how are you going to build your tool. Personally I
would use P2 mirror tool to make a copy of XULRunner and ATF update
sites, merge them into single P2 repository and distribute internally.
Later on your users could install ATF by pointing P2 Update Manager to
the zipped P2 repository.
