I like to increase the font size in help content.
I drill down the menus:
Preferences, General, Appearance, Colors and Fonts, Basic, Text Font.
Click "Edit..." button.
Change Size to 16.
Click "OK" button.

Only the font size in the editor of the java programs are changed to size 16.
The other help context font sizes are not changed.
I change the size of other fonts to 16 but the other help context font sizes are still not changed.

Are you talking about the window you get when selecting Help > Help
Contents menu? If so, then be aware that it's just a browser. If you're
on Windows, that (usually?) means an embedded IE control, so whatever
means you have of setting the font size in IE should work. I seem to
remember that Ctrl+MouseScrollWheel will quickly change IE's font size;
try it.

Hope this helps,
Eric

I am talking about the Task-Focused Tutorials of SpringSource Tool Suite (STS) 2.3.2 running on eclipse-rcp-galileo-SR2-win32.

Since you're talking about a third-party tool (STS), you'll have to
provide a screen shot so that us "regular" Eclipse users know what
you're talking about.
Alternatively, maybe the SpringSource forums could provide help.
