I wonder why minimizing the Welcome Page leads to a perspective without a
toolbar (using Eclipse 3.4). Is this a desired behaviour of the Welcome
Page? As switching to the workbench (using the "Workbench - Go to the
workbench" link), closing or restoring the Welcome Page shows the toolbar
of the default perspective. If so, is there anything I can do to alter
this behaviour?

I don't think that this behavior is intentional, if anything it sounds
like a bug.
