Can I draw lines, rectangles in a BIRT report? I do not see any controls
related to that in the palette.

BIRT does not support this currently. You can work around it by using
grids of fixed size( set the layout to fixed in the main report
properties) and file the grid cells or use borders for lines. BIRT does
support writting an extension to implement this feature, but to date no
one has contributed a drawing report item.
