No entiendo su problema. Office 2000 solo lee el formato de XLS, y Birt
escribe el formato de XLS. El formato de XLSX es para Office 2007. Trata
de exportar al el formato CSV usando dataextract.

I do not believe there is a way to do the data extract to CSV through
the URL parameters. You will have to do it with the interactive page
itself inside the BIRT viewer. The third icon at the top of the page
will say "Export Data", and that will allow you to export to CSV, which
is supported by all versions of Excel.
Depending on what your needs are, it is possible to build an exporter in
Java. You can also take a look at E-Spreadsheet, which is made by the
same company that makes BIRT. ESpreadsheet is built to work specifically
with data to create Excel Spreadsheets.
