Not sure if this is the right place, but it seems like Chrome is blocking downloads from https://archive.eclipse.org/ due to insecure redirects. I was trying to download a legacy version of Eclipse RCP and the download link wasn't working. After looking at the console in Chrome, it told me the download was insecure (non https) and was blocked. The download worked fine in Edge.

If anyone else is having trouble downloading from the archives, use a different browser, or click the URL that shows up in the developer console. Hope this helps keep someone from wasting their time like I did.
