eclipse throws JRE error [message #1844405]

when I run eclipse:eclipse maven command, I get this error:

[ERROR] Could not read workspace JRE preferences

Mac OS = 10.15.7 (Catalina)
Eclipse current version = eclipse-java-2021-06-R-macosx-cocoa-x86_64
Eclipse previous version: Eclipse Oxygen
Java version: 1.8.0_301
