How do I increase the size of the toolbar icons in Eclipse? On a 4K monitor, they are too small.

The scaling of Eclipse can be tweaked with the -Dswt.autoScale option, see https://www.eclipse.org/eclipse/news/4.6/platform.php#swt-autoscale-tweaks

Tough I would expect that the scaling works fine out of the box. On which OS are you running? Are fonts correctly scaled?
