I'm trying to setup Eclipse IDE using an Native proxy setting or manually using a HTTP proxy but the Eclipse Marketplace keeps forcing HTTPS and not getting past our SSL inspection.

Obeo & Red Hat marketplaces both load using both proxy methods above, only Eclipse's marketplace doesn't load.

I cannot seem to find anyway to force HTTP or disable HTTPS via the eclipse.ini or any options inside the application.

Why do you think you need to disable it? Are you getting SSL certificate errors? That sounds like you need to install a root certificate for your proxy in the jvm running Eclipse.
